The Mindanao Indigenous Peoples Council of Elders and Leaders (MIPCEL) is composed of 18 Major Ethnic Tribes and covering of Regions 9, 10, 11, 12 & 13 with 25 provinces occupying an Ancestral Domain with a total  land area of 5.7 million hectares that is home to an estimated population of 10 million or 50% of the total IP population in the Philippines.

These Indigenous Peoples’ Community ICCs/IPs are duly affected by the arms struggle of the Communist Party of the Philippines/New Peoples Army/National Democratic Front of the Philippines (CPP/NPA/NDF) from the 1980s until the present time, we have estimated almost 1,000 legitimate IP leaders killed and  17 documented atrocities from the different tribes in Mindanao.

The Mindanao Indigenous Council of Elders and Leaders (MIPCEL) led by servant leader, Presidential Adviser on IP Concerns Undersecretary Allen A. Capuyan who was chosen by the full wisdom and courage of President Rodrigo Roa Duterte from Mindanao, to stand strong and encourage the tribal leaders to unite, harmonize and organize the Mindanao Indigenous Peoples Council of Elders and Leaders (MIPCEL) led by the humble and creative Lipatuan Joel Unad and formally organized the 21 Council of Elders from Mindanao who were brought to Manila to meet the brilliant President to air the abuses made by the CPP/NPA/NDF to the ICCs/IPs in Mindanao.

The MIPCEL Officers and its members have crafted various resolutions to alleviate the Indigenous Peoples’ concerns addressed to the different  concerned agencies of the government.

affected IP community by the intrusion and threatening of the CPP/NPA/NDFto hamlet the community and commit the logistics support and security assistance through Cultural Sensitive, and Rights based approach.

Since its creation in 2019, MIPCEL has faithfully adhered to its vision and mission in advancing the rights and correcting the historical injustice being committed to the indigenous peoples in Mindanao. They have actively engaged and contributed in the series of major government undertakings. Particularly for the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) and the National Commission on Indigenous Peoples (NCIP).
