As the NTF-ELCAC Chairman himself, he envisioned that inclusive and sustainable peace can be attained through a Whole-of Government and Nation Approach and vulnerable sectors particularly the Indigenous Cultural Communities/Indigenous Peoples (ICCs/IPs) shall participate in the planning and implementation of government programs. To realize this, NTF-ELCAC Vice-chairman Secretary Hermogenes Esperon Jr. ordered the creation of a special technical working group led by the NCIP Chairperson and NTF-ELCAC Executive Director Allen A. Capuyan to conduct Community consultation/dialogue in coordination with the Local Government Units and concerned agencies. On August 03, 2020 a nation-wide Inter-Agency Visitation of Indigenous Peoples and Cultural Communities was launched piloting in the five (5) Regions of Mindanao.
